The Ziggurat of Ur was built in the 21st century BCE, during the reign of Ur-Nammu, and was reconstructed in the 6th century BCE by Nabonidus, the last king of Babylon. Control of Ur passed among various peoples until the Third Dynasty of Ur, which featured the strong kings Ur-Nammu and Shulgi. Ur was uninhabited by 500 BCE.

As the Mesopotamian gods were commonly linked to the eastern mountains, the ziggurat may have functioned as a representation of their homes. Thus, the people of Ur believed that their ziggurat was the place on earth where Nanna chose to dwell.
